Renters' Rights Act: the implementation timeline for landlords

The reforms land in phases. Missing a deadline carries real penalties, so here is the running order and the action each phase demands.

Phase one - already in force

  • Section 21 'no-fault' evictions abolished; all tenancies periodic from day one.
  • Rent increases only by Section 13; bidding wars and blanket bans on benefits or children prohibited.

The PRS Database (landlord register)

Landlords must register themselves and every property, with compliance information, on the new Private Rented Sector Database. It rolls out by region. Where an agent manages the property, the agent is responsible for keeping the entry current.

The Ombudsman and Decent Homes

  • Mandatory membership of the PRS Landlord Ombudsman.
  • The Decent Homes Standard applied to the private rented sector for the first time, alongside Awaab's Law on damp and mould response times.
