Civil penalties for landlords: how the £7,000 and £40,000 fines work
Enforcement moved from the courts to the council's desk. A civil penalty can be issued without a court hearing, so the margin for error is thin.
Two tiers
- Up to £7,000 for a single, less serious breach - issued directly by the local authority as a civil penalty.
- Up to £40,000, or criminal prosecution, for serious, persistent or repeated breaches, or where a penalty is not put right within the deadline.
How to stay out of range
Most penalties trace back to a lapsed certificate, an unregistered database entry, or a missed information duty. A single dashboard that tracks every deadline and evidences every service is the practical defence.
